At sign-in the app requests four user-consentable permissions: User.Read (sign you in), User.ReadBasic.All (search for teammates in the assignee picker), offline_access (keep you signed in), and TeamsActivity.Send (send task-assignment notifications). All four are granted by the user, so no admin consent is required for typical use. Sites.ReadWrite.All is requested separately, and only for customers migrating existing data from SharePoint.
